To romance her, you need to talk to her in Act 1 (maybe Act 2 as well?) about spending more time together. Then you get a long rest event. Also I think you can't see her initial romance scene if you start a Lazel or Karlach romance. But I was able to romance Astarion in Act 1 and Shadowheart soon after.
How is she likeable? We already have a thread that said every single compaion is unlikeable so therefore your point is invalid.

For the thread.
As far as I remember I didn't talk to her during the "party" because no "!" was floating above her head...the whole party was disappointing as nothing festive or cool was going on. It was just a bunch of tieflings standing around. I just talked to Halsin and the other guests, then ended the day.
It wouldn't matter much to me if all romance scenes were lost, but it wouldn't make sense...I mean...how should I know I can only trigger a certain scene by doing exactly X at time Y?
I talk to her a lot, didn't do anything that upset her...we've spent about 140 hours together...there should be "Let's talk about us" -> "I want to tell you something" ALL the time. And not a "Oh, the only way to get closer to me is to talk to me during the party".
Maybe I even talked to her and said cheers...I don't remember...maybe it was Halsin or one of the tieflings I drank with...the game shouldn't be so strict.
However i don't know if triggering that scene that early is really a necessary requisite to fully romance her.
But either way, Shart's romance is probably the one that takes the longest (well at least to actually get to the act, since you can start developing a proper relationship much early). She's just not the one night stand, or first date sex kind of girl it seems
When gifting her her favorite flower, she said she will give me something later on. Still waiting... :D
All the boys fawn over you. Shadowheart keeps her feelings close to her (also she’s got no freaking idea what’s going on), and Lae’zel over here just like “you wanna bang or not?”
She asks to share a bottle of wine, and you spend the night talking to each other, and, if you pass a perception check, you can kiss her in the morning.
Then you need to keep being nice to her. Ask her to talk about herself, etc. Your goal is to get her to tell you that she likes night orchids and never learned to swim.
Ideally you give her the flower. Not necessary, though. You can also give her an idol of Shar found in the Gyrmforge. Again, not necessary.
If you are still on track by Act 3, you should be able to ask her for a kiss and have her accept.
Then, not right away, you get the skinny-dipping scene where you teach her to swim (and enjoy some other activities too).
After that she should start talking about how she wants to live with you in a house with lots of animals -- stuff like that.
I'm not certain, but I think the romance gets derailed if she does not turn to Selune.
And of course, never select the "I'm breaking off our romance" dialog options.
For instance, you can have sex with Lae'zel early in Act 1 if she likes you enough, but that is not her commitment point. You can still romance other characters (like Shadowheart) after that. Lae'zel may even offer to have sex with you a second time, and still that's not a commitment. But when she wakes you up in the night to fight her, that's the commitment point. If you agree to that fight, your Shadowheart romance is instantly locked out. If you refuse the fight, your Lae'zel romance is instantly locked out.
