Although notably Tiefling and Dragonborn tails seldom seem to move all THAT much.
But I mean with how little the tails move they come off as just ornamental rather than an actual part of someone's body. And I can't speak for everyone but eventually if I have an extremity that has been sitting in one position for too long eventually I'm going to move it just to make sure there's still a circulation going on if nothing else.
More saweiously, this'll be one of the reasons why many cutscenes are set up not to show such bits. In terms of lower body anatomy tails are actually middling in terms of animation, being out all the time means that they have at least some rigged animations, even if not as many as would be ideal. If you take off all your clothes and are in possession of a front tail you'll notice they don't move at all.
