Can I go back?
Currently I am in act 3 at the beginning in the refugee camp. I want to know if I can come back to here once I get to Baldur's Gate because right now I am running out of money but I have a lot of things to sell however I would rather sell all those things to someone I have 100% Affinity with to get more money overall however I can't find in the refugee camp any Merchant that sell things that I'm actually interested in. If I can't buy anything I'm interested in from them then I consider it a waste to increase my Affinity with them but currently at the circus there are a few things that I want to buy but can't afford because I don't have enough money that's the point of not being able to afford something. So I want to know if I can advance to Baldur's Gate in the story and then come back and buy those things at the circus.

you can go between rivington and baldur's gate freely yes.

it's the same situation as the underdark and the surface world in act 1. they're just different maps you can jump between.

Okay and does the circus leave or disappear at some point or can I go back anytime? Also I just need to say that it's not really a question I just need complain, The Necromancer lady in the circus has a staff with multiple skulls Spike and it's shining bright, she's a necromancer one would think that it would do something more than give advantages on rolls for necromancy skills and wouldn't give a warlock skill. I understand that she's not exactly a boss so her having a staff that allows me to summon a flesh Golem would be strange but still and Necromancer with a staff that gives a warlock skill is kind of stupid.

The circus will only leave if you complete a sort of scavenger-hunt quest, which normally will take you well into baldur's gate to complete, so it shouldn't be a problem. even then i got told "the circus left town" while i was still standing in the middle of a very active and still-there circus, so might be a bit of a bug. haven't long rested since then, so it might change still.
