Plus the game already does the classic CRPG narrowing of viable equipment as the game goes on, magical glaives and halberds are everywhere but finding a decent axe is a nightmare. Do you really think Larian would have remembered to add in regularly paced magical whips so you can keep up with everybody else?
On the other hand whips are cool enough that I'm sure they'll be modded in once someone's figured out custom animations. At which point I bet half the players who download it will give one to Shadowheart.

Not as far as I know, but it does have a cartoon.
Simon Belmont (more like something crudely resembling him) was in the dreaded ‘Captain N’ cartoon from the 80s.
I presume it's the same for guns, as flintlock/blackpowder guns do exist in the Forgotten Realms, though they are rare as hell from what I recall.
I mean, the niche it fills is really narrow. With the way threatened spaces work in 5e I'm not sure many DEX-based builds would want to be 3.33m away instead of 12m away. in 3.X it was for trip builds, but now it's basically out competed by bows and any other reach weapon,
Basically the only reason to use one is for aesthetics, especially as you don't need to track arrows/bolts.
