Low GPU Usage in Act 3
My specs:
CPU: i7-6700K CPU 4.00 GHz
RAM: 32GB DDR4
GPU: EAGLE RTX 3060 12 GB
SSD: SAMSUNG 870 QVO 2 TB
Display: ASUS VA24 EHE, 75 HZ, FullHD, 1920x1080, Fullscreen

In the Act 3, I noticed heavy frame drops from usual 80-90 to 30-40. (With dynamic crowds OFF)

I had tried changing in-game settings to the lowest, tested DX11 and Vulkan both, DLSS/FSR 1.0 on/off- nothing helps, even at the lowest settings FPS is smth like ~40-50 FPS with heavy drops to ~25-30 FPS. V-sync and FPS limit don't solve the problem as well.

Geforce Expierence overlay told me that my CPU usage is ~80-90%, when at the same time my GPU usage is ~20-50% and it's really inconsistent.

My NVIDIA Game Drivers are up-to-date. What should I do?

Not every one experiences this so I suspect it is a platform issue. I have a similar build and do not have the issue but my Wife does and see has a similar build as well. However we clamped her to 30 fps at max setting in Act3 and that reduced her issues. It was only in certain areas but we multiplayer and that lag affects us both.

I hope they find the compile issue and resolve it.

The game is heavily cpu bound in act 3 and a cpu like 6700k is pretty outdated by todays standard. Lower the animation quality to low as visually you won't see any real difference but it helps out quite a lot with performance.
It's a shame fsr3 frame gen isn't in the game(yet) as that would alleviate the cpu bottleneck to some extent.
