empowered evocation + spell sniper bugged?

eldritch blast does not seem to be benefiting from empowered evocation.
is this a bug or do I misunderstand something?

You wish to upcast a cantrip by wasting 2 spell points. The issue is that you don't have any spell slots for the cantrip. And secondly sorcerer doesn't know eldrich blast.

I can get Eldritch from spell sniper, however a complete waste to reroll 1 and 2 on a those dice for a sorc point. PotentCantrip is the way to go. It does not increase damage but the target takes half damage if you miss.
