Report a translation problem
So if you have 20 dex it will set it to 18, if you have 10 dex it will set it also to 18, it’s literally written that your dex is set to 18
it states (really ropughly translated) "the DEX of the character waering this will be boosted up to 18. if its already above that this enchantment has no effect"
i dont know the original english text that might imply something like you said, but my language is open to interpretation here. maybe just a translation thats not 100% accurate or clear, might be a bug.

The original description;
"Set the wearer's Dexterity score to 18. The enchantment has no effect if their Dexterity score is higher without it."
SET the score to 18. - Setzt den Wert auf 18.
D. h. unter 18 = auf 18 hochgestuft, über 18 runtergestuft, aber immer fest auf 18. Punktum. Da gibt's keinen Interpretationsspielraum.
