Steam, fix your updates FFS.
Download mismatches on steam can occur if your drive you're downloading the patch too needs defragging badly or the install folders data has been corrupted to some degree (which is why it varies).
This can also occur with mods, with the improper removal of them or just the lack of a clean install. Steam (and the games download package) will think you have missing files or doesn't recognise the files and so it either downloads the whole game again or only a small part of it.
So 4.8GB, 30GB, 100GB etc etc.
It can also be a bug in the download package as well that triggers under certain conditions which is why not everyone is affected.
