Yes you can, maybe even on medium settings, but most likely in Act 3 there may be performance issues

A year ago, I was playing with about the same PC and everything was fine.

Your 4c/4t CPU will definitely struggle in Act 3. Unless you're fine with playing at like 30fps.

Act 3 is the last act of the game. It's 30-ish hours long in my experience.

It can, but i expect it to struggle on medium settings, most likely a combination of low/medium with some struggle on act 3 which is notoriously more taxing hardware wise than act 1 and 2.
Lower the Graphic settings and it should be fine.

What happens after you finish act3 is it like open world or you are stuck at that land and should run low graphics?

after act 3 the cities have way more detail compared to earlier area. You can run it at medium, but you'll only get 25-30 fps with some stuttering in the city proper. when you're still in countryside or you're exploring the sewers, you can run medium.
