I've on multiple situations use speak with the dead on a character I killed without problems.
I've killed people and spoken to them with the same character without a problem. In fact any dead character that glows green I have never been blocked from talking to.
It depends on the person. Corpses that won't speak to their killer will refuse to talk to the person that dealt the killing blow, but will talk to other party members that were involved in the fight.
if you trying talking to the githyanki inquisitor with or without disguise self he won't talk to his killer. Swapping party members does work however.
As The Brit said, I confirm using Disguise Self to speak with dead works, I disguise myself as Masc Strong Drow to speak with Nightwarden Minthara for example.

Your advice worked for me, so I think you thought correctly.
This does work, since I get unlimited casts of disguise self as Gloomstalker Ranger I've used this trick several times.
