Produce flame doesn't scale based on any ability in 5e. Unless you mean the to hit roll. If that is the case, produce flame has always had the to hit roll modified by the spell attack modifier (which in turn for druids is wisdom + proficiency).

Before patch 5 produce flame was using INT as attack modifier instead of wisdom. That was fixed now.
