the other dude that teaches you self harm is supposed to give you a buff at the end (theres an animation for the powerup too) but nothing changes at all.
Its NOT intentional. Its a bug.
The Ability Point +1 is marked by the devs in brackets. Meta for the player you could say. She doesn't tell you and trick you.
Plus one to any stat could let you get to 20 main stat at lvl 4 with a race letting you start at 17 in main stat. They really seem to want to prevent players from hitting that cap in EA if you ask me.
EDIT: Ah, I see. I had no idea that was possible. Nice!!
I saw that, but I also wouldn't be surprised if it was intentional just to mess with people, I would do it if I was a game designer!!

If it was a cheat the devs would present it as:
Ethel: Ill make you stronger.
[You eat the hair]
Narrator: You feel nothing has changed.
Not as:
Ethel: Ill make you stronger. [Ability point 1]
You would be wrong. You dont screw with your players.
But believe what you will. You asked. I told you what I think :)
