No, it doesn't. Anyone within the area of silence is silenced. No roll.
Nope. There is no saving throw against Silence.
May be broken because this is correct, certain spells don't have a verbal component and if so silence won't affect them. We also aren't hearing any spell casting verbals yet (If I'm not mistaken) and they've said they've been recording Latin (which BG1 and 2 used for their spell casting).
So maybe they don't have that aspect worked in yet.

From the spellcard on Roll20 (I am a DM but I had to double check lol)
"For the duration, no sound can be created within or pass through a 20-foot-radius sphere centered on a point you choose within range. Any creature or object entirely inside the sphere is immune to thunder damage, and creatures are deafened while entirely inside it. Casting a spell that includes a verbal component is impossible there."
Note it specifically states that no SOUND can be created or pass through the sphere. Another interesting quirk of the Silence spell that I ran into when playing at an actual table, was the being deafened while inside. Was fun as hell to role play!
Back on point, creatures can move freely in and out of the sphere, as soon as they are out, they can call, cast, etc. as normal. Also any spell that has no VERBAL component can still be cast. If you weren't familiar with it, spells in 5e come with 3 components. Verbal, Sematic, and material. So some spells can still be cast freely, even when silenced.
Next time pay attention to what spell was cast from the field, to see if it is one with a verbal component or not. Being EA, it COULD be bugged, but it could also be functioning as normal. We can't tell with the info you provided.
Yeah, that would be bugged then. Honestly, I wonder how Larian intends to make silence work properly.
Well from a story the perspective goblin priestess has a tapold so she could use mind connection to call her minions
But i agree the silence spell seems busted , not sure if it is the game or the 5th edition but not working as former editions like BG2
