If you define romance = 'I get a scene for it', you have to make the big evil move early and sack the grove. It's the only way.
If you don't need a scene for a romance to be worth it, yes, you absolutely can romance her in Acts 2/3 by:
Not sacking the grove + knocking her out rather than killing her in Act I*
Recruiting her at Moonrise in Act II
Romance happens pretty quickly after that -- entirely lives in dialogue, no scenes.
*terms and conditions apply. Do your homework or she won't be recruitable in Act II.
I think how they wrote her story/dialogue after being recruited is brilliant, but it is a relatively undercooked romance/arc for her in Acts 2/3, IMHO.

This is what I needed. Was hoping that act 3 romance is fleshed out. I already have her, I did the evil thing in act 1 and got her scene. Was hoping if it's worth pursuing til act 3 to see something new.
