Probably not.
I did all you did AND the chicken run game, and got the cub shortly after (1st rest or 2nd, can't remember) so I'd say the chicken run might be necessary, don't know.
The chicken run is not. I have never did that dumb run and have never failed to have the cub show up later. After more than 1200 hrs in the game and 3 complete play runs and several still active.
It can take a while for it to show up.
I think there's a cut-off where the cub will not appear after that, but again, I don't know for certain.
I've had the cub appear for the first time in any camp before Act 3 regardless of the environment. Last time, the cub first approached in a camp by long-resting in the Shar temple in the Shadow Cursed Lands. That's right before triggering the irrevocable end of Act 2.
There's probably a guide out there somewhere with details what must be done and what actions do what regarding the cub. I wouldn't give up hope just yet.
There are two triggers relevant after creating the opportunity for the owlbear to escape
a) how far you are away from the event area
b) where you rest
The game allows partial rest; you do a long rest without using supplies. I did multiple of them and he (or she) finally appeared! I didn't know partial rest was an option by the way.
He didn't show up in the shadowlands for me.
