I am not sure about that. Divinity Original Sin had their points shops. So it would be a novum since then not to have one here. But until then the points shops for Baldur's Gate gives you Boo!
That was a different time and a different company.
Why is it something to be added though? What makes or breaks an RPG game is the core experience that it provides through narrative and gameplay, and that's what they focused on (and what they are still refining).
So did D:OS2 and Dragon Commander.
It's just not a priority at this point, nor it should it ever be one. Quite literally a waste of resources.

I get the feeling that Steam is crammed with features that I've never even glanced at.
That is because they are pretty useless features. They are mostly ego inflaters for a special kind of people.
There are very cute stickers you can get.
I still firmly believe Steam and any larger application should come with a Tutorial button next to every element that explains in detail WTF that means and where it comes from.... but that aside, point shops are great.
