Is there anything that really removes the enemy of justice debuff permanently?
I've thrown my Tav off bridges and into chasms, and it keeps coming back. I've never had this once in all my playthroughs, and now I can't get rid of it? Transitioning areas doesn't help. And if I go to Act and Moonrise is immediately hostile because I killed the wrong character in the Goblin camp, I may throw in the towel. I can't go back again. I just finishes doing that to get the owlbear cub I missed in act 1, rolled back to act 1 from gauntlet of shar, and now I'm in the underdark going after Nere, and I still have this condition I thought went away after patch 7. Does anyone have any suggestions? I'm stuck.

So you are posting this in the totes wrong forum.
Please repost this in the Suggestions and Feedback Forum.
The devs actually look at that forum or their minions to be sure. They will give your post a look over and hopefully you gave enough detail for them to start work on a cure/fix.

FOR ALL YOU LURKERS AND OTHERS:

Devs don't care about General Forum. They will never answer you here.
They never have. As some one whom was here at the start of EA, did hundreds of bug hunt ops for them, I should know. If you have an issue, submit it to -THAT- forum, with as -MUCH- detail as possible so they can get to work on a fix. The more info, the better chance they can narrow the bug/issue/situation down and mitigate it.

Moving to a new act gets rid of it.

However, it's a good idea to learn how to not pick it up in the first place. Just be careful not to leave witnesses alive to tell what they saw.

Thanks for the advice. I have no idea what I left alive, and even though i haven't seen this condition on any of my previous games. I do generally check every corpse and make sure everything is dead. I only ever leave Minthara alive in the Goblin camp, but this time I hit her too hard & killed her, and didn't want to start over from my last save, because I'd have Gut and Dror Ragzlin to deal with again. I found a lot of material on this in different places, but most everything is a year old, making it seem like an old bug that eventually went away, but has returned somehow since patch 7? Not sure if there's a connection there or not. I saw some recent posts on Discord indicating just that, but nobody seems to have a permanent fix. I just got to the Shadow cursed lands & Last Light & don't see it. Yet.

Certain types of damage (like "pommel strike") are non-lethal. If you finish off an enemy with a pommel strike, they are only unconscious, not dead. And they will report your crimes.

I have learned to always look for that and kill unconscious enemies unless I specifically want them alive. When an enemy is unconscious it will still be a red dot on the mini map. You can finish them off with any lethal attack.

Enemy of Justice is not bugged (currently), but it confuses people so they report it as a bug. (There have been bugs regarding who counted as allies. Enemy of Justice is only supposed to apply to allies of the guard you were seen killing. Like, if you are an enemy of justice to the goblins, the druids and tiefs shouldn't care.)
