Report a translation problem
Yes, this is normal. You can pick first and additional metamagic only when you have reached certain levels in this class: 2, 3, 10. In the lifetime of a sorcerer or any player character in BG3, you can only pick up to 4 megamagic.
When you are adding a 2nd level in the Sorcerer class, the character level up interface should show the first set of metamagic options for you to pick 2 from.
BTW, metamagic cannot be used on their own. Check your character's sorcerer class status to see if they are already there and if you somehow have just missed them.
Uninstall all your mods and do a clean install (clean, not fresh). Download or replay a save that's compatible with the fresh game (non-modded) or start one yourself. Attempt to recreate the bug.
If it shows up after that, it's an actual bug that you should report to Larian via their bug report page for BG3 (online, just Google "Larian BG3 bug report" it'll be the first result).
If it only shows up with your mods, then you're on your own and you need to go through your mods 1 by 1 and figure out what's causing it. Then, if you really wanna be helpful, report it to the mod author.
