Couldn't tell you if it actually works as I have not got that far using it. But it allows leveling to 20, provided you also multiclass. I recommend the double xp variant, if you want to actually reach level 20.
Is this the old one that, if you got 12 levels in any class, it break the game?
Does this mod introduce lvl 7+ spells?
Kind of, you are required to multiclass, otherwise attempting to level past 12 will break the game. You can still take the 12th level in a class, but it must be the very last level you take.
You can for example. spend 11 levels as a sorcerer, then upon reaching level 12, switch your class to fighter. Level that class until 8, so you're 11/8 and overall of 19. You can then switch back to Sorcerer for that final level and be level 12 in that class.
There are other mods that let you level any class to 20, even though there is hardly enough experience to do so, you'd also need mods for spells an abilities that exist in tiers higher than what Larian has provided. This mod does not add anything like that, simply allows you to level within their limit. You won't see any tier 7 magic with this mod for example.
THAT I am unsure of, but I don't believe so. I couple it with 5e spells to get the higher level spells.

There are a couple of different ones available (or at least used to be - not sure which of them still work with patch 7)
There's one that lets you go as far as the gained experience available in game gets you, but you are forced to multi-class as no single class can go beyond 12.
There's at least one other that says it will let you go to level 20 in a single class (and apparently also has some high-level spells built in too), but I haven't looked at it yet.
