Do you use mods? I don't.
Finally, I found a fix for this. You'll need someone in the team (Person A) that can cast "Polymorph", and another team member (person B, must not be the Main Character) that can cast "Dominate Beast". You need A, B and Jaheira in your team outside the camp.
1. Ask Jaheira to leave the team and then immediately start Turn-based mode.
2. A cast Polymorph on Jaheira, and then B cast Dominate Beast on the sheep Jaheira. You now got a Dominated sheep Jaheira.
3. Ask B to leave the team (this will end Turn-based mode). And then immediately run away from B so that B can back to camp before Polymorph ends.
4. Go back to camp (as soon as B disappeared from map), and ask B to join the team, you'll see Jaheira becomes a Attached Followers of B. Leave the camp.
5. Save, Back to main menu and load the game again. The Follower Jaheira should be able to cast spells now.
6. Ask Jaheira to join the team and then leave the team.
7. Go back to camp and ask Jaheira to join again. Now Jaheira should be acting as ally.
Still, thank you!
Didn't get any issue after that. Only side effect, she started to wander like Scratch in the camp not staying near her bed.
No mods, and a recent playthrough.
