Maybe you ought to actually listen to your mod warnings. Running a 4060 with an i7 14700f, and am not getting any stuttering whatsoever. I'm also running modded, but -not- getting that warning.
Mod issue, not game issue.
Also, see post below you where someone without mods is now stuttering in cutscenes post patch 7. Game issue.
Man I have a 7800x3D and 7900XTX,modless,game was smoother than freakin butter.
Patch 7 gave me stutters on cutscenes
Went back to Patch 6,butter again.
Take that as you will, but to me,its a freakin game issue. "Work fine on my machine" idc it doesn't anymore on mine lmao, unless I'm on patch 6.
There is a levelCache folder. go ahead and delete that only. Then for AMD and Nvidia you can rebuild your shader cache for your Graphics.
AMD: %LOCALAPPDATA%\AMD\DXCache
Nvidia: shell:LocalAppDataLow\NVIDIA\PerDriverVersion\DXCache
Note: to clear driver cache you have to be in safe mode. Once done, verify file integrity and make sure you are on latest build. Then launch the game. The game will now rebuild the cache from scratch. You may get a few stutters but it will be smooth on DX11. Vulkan may take a while as well.
(After deleting the Cache files after updating the stutter disappeared completely. I am not updating the driver anymore unless there is a BG3 specific driver fix by AMD or Larian requires it for Patch 8 to run properly.
I recommend turning off vsync in game, and using FSR2.2 Quality or DLSS2 Quality. Then using Rivatuna to cap the game FPS, then enable Gsync or Freesync Premium
