The good part is that once it burrows and runs, the shield won't come back for subsequent encounters.
So I found two viable ways, one very cheesy and the other not.
1. With Beastmaster Bear, a Divination Wizard you can 100% guarantee drop Voss' Silver Sword of the Astral Plains in his encounter at the bridge. With Elixir of Hill Giant Strength and a Battlemaster Fighter or Paladin, you can now do enough damage with your attacks to bust 15.
2. Non-cheesy: Shadowheart or a Druid can Create Water on Bulette. A level 5 Druid can cast Call Lightning, which will guaranteed double because of the water. It can then be channeled for 10 turns, regularly blowing past his Diamond Scales.
I don't see how you guarantee the sword drop. Can you walk us through that?
Sorry for the late reply: Divination gets Portent Dice which can be added to rolls.
The Bear summoned by a Beastmaster Ranger has Honeyed Paws, which is 100% drop chance if it connects. A Divination Wizard with a Portent dice of 12 or above stored can add it to the Bear's roll to 100% ensure Honeyed Paws connects.
Voss drops his sword and leaves on his dragon.
Just heap on the damage as hard as you can and worry less about defending. Keep spread out so it can't hit more than two people at once and once you get it to run away, great! If you can kill it, even better.
Any archer with sharpshooter and GWM melee character.
Water+lightning and ice.
Its really not that hard to damage these 100hp and after that its easy.
Like I said in a separate thread on this, I killed it the first time it appeared with the diamond scales, before it had a chance to go back underground. I had a rogue who sneak attacked it and IIRC got some other timely crits that got past the 15 damage threshold.
The second time I tried it with the diamond scales, I had a lot less luck. I think it appeared 4-5 times before I finally finished it off. (One of those times I just watched it fight hook horrors.)
A few good hits with a strength potioned up battlemaster armed with the Titanstring Bow did it as well (but was harder as it takes several good hits).
Funny thing - Titanstring bow is the best bow for any character as long as you also drink a hill giant or cloud giant strength potion. It still deals your dex modifier as well
Sharpshooter + dual wield xbow
Great weapon master with 2h sword
Tavern brawler + monk or returning pike
Water + lightning bolt/call lightning
Fireball and hope for failed save
The above can consistently deal 15+ damage.
