Cheezing aside, Rafael is probably the toughest fight in the game tho, I estimate.
You really don't need any prep work for that encounter, if you're having a decent to good enough team setup or are more or less steamrolling through Act 3 in general. Yurgir, however, could be a problem, if you need to persuade him to switch sides.
Can you avoid this fight by siding with him?
I just did that and I think I might have gone overkill. Four barrels per pillar left most the arena on fire, which Raphael soon turned into hellfire but I won anyway.
One per pillar is enough, and then I put a couple more between the pillars so they would chain react and I only needed one action to set them all off.
In short, yes, but you still have the option to fight him.
the hammer itself is an extra option on your belt for when the big decision must be made.

I can confirm that. I can't remember using barrelmancy in any of the fights. Of course, basic prebuffs such as heroes feast, aid at at least 5th level, freedom of movement and death ward on a critical character are useful. Potion of battlemage power and the proper equipment help, too.
I did it with explosive because I'm so 😈 😈 😈 and it's big fun to see the place blowing up.
