Pickpocket does not work.

Shift C is "Everyone sneak" just C is sneak.

Anyway, if you're sneaking and you can't pickpocket, are you over encumbered?

Also, are you now or have you ever used any mods?

Pickpocketing (like strealing) is a little bit clumsy in BG3. You need to crotch first by pressing "C". This state ends manually if you press "C" again or automatically is someone is watching you (unless invisible). In crotching position just right click on the character you want to pockpocket. Pickpocket option shall appear on the contextual menu. After selecting Pickpocket, a popup window with your target inventory shall appear. Pick one object at your own risk.

Pickpocketing in BG3 is clumsy because it's almost impossible to pickpocket in markets or generally speaking crowded places unless you use improved invisibility.

Supplemental note: You can pre-check if crotching will work (when not invisible) by pressing left shift. If you are in a red area, forget it.
