If you are okay with all those limitations, then you can go for it.
Personally I find it acceptable enough on Steam Deck to say it is one of the greatest game you can play on Steam Deck alongside Cyberpunk 2077 with the correct settings.
On the other hand it is also a game which is best enjoyed with a high performance PC due to the great presentation.
By the end of the day the decision is yours. Make sure not to forget checking apps like Lossless Scaling to improve your gaming experience on Steam Deck.

Works also well with Baldur's Gate 3.
And yeah, you are absolutely right - the fact that it is turn based take away a lot of reason why you would need a high performance. Nonetheless having "interrupts" in a cinematic experience can also feel very bothersome.
