It does not have to be Baldur's Gate 3 which causes the issue, though. But either way
For the specific problem of yours based on your detailed description, I actually have a solution ready I like to recommend to you to give it at least a try

from the same maker who also did the Display Driver Uninstaller software - the lower the hardware of a PC the more significant the effect.
Speaking from experience, unable to afford high end or even mediumendish PCs I also recommend the tweaks mentioned here to everyone

again: it makes a stronger impact on lower machines than on higher machines.
Textures loading a whole minute is hard to believe, considering the game runs almost flawless on my cheap laptop. But your description reminded me that some might have forgotten to adjust their computers' settings. Especially the virtual memory, shader cache and anti-leak tool make a difference in situations you described.
I can only encourage you to give it a try. I am utmost curious if it helps you resolving your described issue.

I can no longer test the issue. I'm on new game (no issue) and uninstalled BG3 after my playthrough.
I shared a script which addressed that other sort of issue. But no one was ever interested in it, so it does not seem like an actual problem to me.
No two applications are alike and use hardware differently.
First off: That RTX A series device is not meant for gaming. It's meant for heavy AI and design (such as CAD).
What you have is not a gaming laptop. You have a mobile workstation.
Have never cleaned my cache out, reinstalled the game, etc.
Not sure any of the above is the reason. But thought I would throw that in for reference, showing not everyone suffers from this issue.
They're Class C bugs - annoying but not integral to performance. The sort of thing you fix if you have extra time on your hands.
I know. They basically do not exist if you do proper PC maintenance. That is why I shared that information before. But then again: people have ignored the information so completely that I am ever so fed up sharing such. Bait threads get more attention than troubleshooting stuff.
Players may not be ignoring it, they just aren't posting when your idea works for them. Don't give up on trying to help.
