Does anyone know how cross play and mods will work?

Well, the in-game mod manager is the same on both console and PC if I'm not mistaken, so I would assume that it should work fine as long as all the players have the same mod list.

You probably wouldn't be able to use stuff from third-party sites though, there's no way for someone playing on console to run mods from, say, Nexus Mods, so you'd have to stick to stuff on the official mod manager.

This is all just an educated guess, though.
