Is the Dark Urge only for dragon born race or can the player be any?

I've seen a youtube video where a player was the Dark Urge but was not the dragonborn race so if this is not a mod then the Dark Urge can be any race?

Good because I don't like the dragonborn race as playable.

The "default" Dark Urge (as it is often depicted in game art) is a dragonborn sorceror, but in fact your Durge can be any race and class.

Unlike other Origins (and yes, Durge is officially an Origin), Dark Urge is highly customisable, only the Urge and the "Haunted One" background as far as I know are set/can't be changed, everything else is up to the player. I'm currently in a co-op run as Durge for the first time, so a new experience.
It gives an interesting option in some dialogues, some additional lines from the Narrator and also some special cutscenes, some in camp, some outside.
