This is two first level spell slots for the regular spell casters.

I noted that you said no other mods that alter spell slots or feats. If you have ant other mod that alters any class of any type it will conflict with it. Unless it is an SE mod that updates the table and does not stomp on the whole table.
So you should end up with 17 prepared spells at level 12, which is a lot.
There's also a mod called "always prepared wizard", which works for Wizards obviously.
AFAIK, the only way to do that, as said below, is to raise your spellcasting score (INT for wizards) etc. You can find mods that basically make all your spells prepared, essentially taking away the need to do so; don't know of any that increase the # of prepared spell slots, beyond raising your ability scores. (And the normal hard cap for most abilities is 30.)
