Zarys and the Zhent

I have been digging over the threads, wiki and the game itself to find what happens after the many ways to handle the lost cargo. While Zarys does say to seek her out on the Gate, it seems she never gets to Act 3.
Some threads say she was part of cut content for the upper city, which is not backed by anything, others say it is just "not there" because it is not.
Regardless I never found her in Act 3. The Zhent will be part of Act 2 at Moonrise and Act 3 with the whole guild stuff. To make Roah survive, which is not mandatory but leads to very interesting interactions, and a better Zhent contact, you need to make sure to build a good business relationship with her, so she wont mind you "cleaning the house", as opposed to just "go trade" and when you turn up the heat, specially at moonrise, she will "take part" on the fight.

While I could not find Zarys in act 3, you can find around a set of letters to Roah, and in two of them they mention the "high ups" of the Zhent are cutting Wakuleen's cell because they became unreliable "even before the Duke", but it is the Duke incident that makes them go silent. It seems Zarys will become a "loose end" then and it is intended that she tells you to meet her in Act 3, but she never make it there.

Has anyone found another way to deal with them ? Or can we just always "go feral" on the Zhent hideout in Wakuleen ?
