In 2023 it was also stated, that it won't have a Game Master Mode but just mod support in general.

Even modifying what NPCs appear in base game locations is out of the mod tools' scope. So you couldn't, for example, set a new campaign entirely in the pre-existing Lower City map, and just change the NPCs/encounters populating that map.
The mod tools pretty much allow you to make new classes, abilities, items, and cosmetics. Their scope is incredibly limited.
there are 8.7k files uploaded to the bg3 nexus, i expect that number will baloon a bit when modding becomes more accessible
even if the tools arent on the level of a GECK or creation kit, they are definitely not pointless
