Produce Flame: Hurl

Hey, I'm confused about Produce Flame. I could swear when I started that I could cast Produce Flame as an Action, then use Hurl as a bonus action ... yet now, it seems at least inconsistent and I'm often seeing both of these listed as an Action.

Is there something to this spell that alters it from a bonus action to regular Action? The spell seems to be bugged to begin with, but I thought only in regards to the game seeming to forget it's active.

It's always an action, but if you use it on the same turn you cast it then it costs no action.

More disconcerting is that the flame is blue while in your hand, but turns orange when you throw it.

Then that seems to be my issue. I just now cast Produce Flame, but couldn't throw it since it said it cost another action.

If you're casting it out of combat, chances are a turn has passed before you enter combat.

I was in combat. I cast it, then went to cast hurl, and couldn't. It was the only action I'd taken that turn. This has happened several times, but it was working normally at first (I'm still in Act 1 and this started around the time I got to the Grove intro battle with the goblins).

It feels like a bug, but I've not used this spell much in the past.

Could be a new bug. It worked fine for me the last time I played a couple of months ago.

Possible that the Hotbar isn't showing the action and you have to expand it or move the sliders around.

I can see the Hurl button, it's just greyed out due to being out of Action points. It feels like a bug since I swear this spell worked normally when I started this save.
