Not a level editor.
We actually do, as per CU28. Besides, it was already confirmed many times that a level editor will not find it's way to BG3.
Yeah if you ignore NWN1,2, Morrowind, Oblivion, Skyrim, Fallout 2(!)...
There is more than enough talent out there.

Solasta Crown of the Magister I tried a custom campaign and it was bad. Zero audio narration and the combat was repetitive and bland. Meh game that I barely recommend barely getting elevated by a level editor that still pales in comparison to the base product in some ways.
It would totally depend on the level editor which would take a ton of work for the developers and then the modders / content creators to come out with something half decent. Like good luck getting voice actors with decent microphones for main character, side characters and background characters... good luck...
No need for VA's when we have ChatGPT Advanced Voice Mode.
As for the rest, that rly depends on the skill of the level designer.
