Weird choice to have the city guard be mainly mercenaries that are being recruited by the promise of riches and the glory of victory, rather than having a city guard that is directly sworn to protect the city above all else.
Well, there is the Watch forces, that act as a sort of police. Fists, while being mercenaries, still arent your typical mercs for hire that would switch loyalty to those who promised more.
