What version does it say you have installed right now?
I bought it when final release came. At the beginning you get major update regularly
I let the game few months ago. I see every week update maybe minor (i dont know the weight)
I m about to install it again (it will take a long time) and will be disapointed if i had to downloading a lot of Go again... Haha.

That was indeed the case for about six months. You stopped playing around the time that updates stopped being rolled out every few weeks, and sometimes even twice in the same week! 😉
I have also read on this forum that sometimes updates to eg drivers (?) can be disguised as updates to a game. What is certain is that no update to the BG3 game has happened since April, and none is expected before September.
It's just a feature Steam implements to try to keep better gaming performance by tweaking the shader cache for specific games based on the games' last performance.
(While this feature is on, Steam is monitoring framerates, memory usage, disk usage, and such and will send a user-anonymized report to Steam upon closing the game for analysis to see if a change in the shader cache will improve performance. I don't know if Steam continues to monitor and report performance while the feature is off, but it doesn't download the pre-cache every few days for any games that might use it.)
So, should they not update the game for everyone else because of your slow internet connection?

No.
That only works if you don't want another game updating while you are playing a different game. Once you launch a game you have automatic updates turned off, it will update.
