I have messed with all the game settings, think it is something impacting it outside the game like an optimizer or graphics card anyone deal with this?

You can go into the video settings in the game and re-calibrate the gamma, lower it in your case. Also, there are reshade mods that will change the color balance.

There are also options in nvidia control panel (for example if that is the type of card you have) that might need to be fixed or could be set just for the .exe of the game to get the color balance and saturation under control.
