Larian however has separated from wizards and refuses to renew the contract with them (likely due to how wizards treats the customers, their staff etc...)
They have also said the mod kit will be very limited.
(no map builder, no dialog editor, no cutscene editor, no skeleton editing tools for new races etc...)
So those kinds of tools will not be an option sadly.

They've already said what they're releasing you can't add more map to the game. No true DM mode is coming either.
So basicly garbage useless crap so they can say they released tools. I dont care if they are "mad at wotc" this is also a giant middle finger to us to. ONE thing bethesda does better than anyone is make modding tools available that can do almost anything.
I doubt very much WOTC gave them permission to release a full kit.
At the end of the day WOTC would have final say since they can decide to yank the license for the IP if they wanted.
The only way WOTC would have ever likely let them release a full kit is if it had recurring charges to use it and its material and would be loaded with microtransactions.
Otherwise it would cut into the money they want to make from several of the virtual table tops & online things they are currently investing in.
And at the end of the day both they and hasbro are well known for wanting to squeeze every penny out of customers they can.
It is much more likely because WotC are working on their own 3D virtual tabletop. If they allowed Larian to include level editors and a GM mode, it's not hard to see that it would cannibalise a lot of sales. Especially when you compare that BG3 is a one time purchase, while their VTT will be a subscription model aiming to become a “recurrent spending environment” - or in other words, squeeze every coin they can from you.
Yeah, it's a definite possibility that Larian's license for BG3 would not allow them to release those types of tools to the public in light of that, but that's just speculation.
They did talk about this in some interview. Not sure how WOTC would react, but Larian can not pirate to you some professional 3D editing tools! You can edit text and stories because those have been done with Larian home made editors. If you want to edit the world, get a lot of money and least the 3D editing software by yourself!
To get the full benefit though you would also have to buy all the DLC and creating a campaign is very time consuming. I've started one and a couple of months creating it, it is still nowhere near completion (I haven't touched it for about 6 months now)
As Long Larian kept it official and in their hand? Hell yes. Arelith of NWN is one of the most awesome game scenarios i ever played, beyond messure (ofc that happened with 20+ years of trial and error and improvement).
But by belonging to random modders, at the end of the day it has the owner of the ball problem.
Obs: This is the overall saying, my personal experience ingame was pretty good in fact and i never meet these complains. My only issue there was in the forums and discord.
The engine the game is done in is actually owned by Larian Last I checked.
If WOTC had given the OK to release it they could have done what the Neverwinter Nights 1-2 games did and release the full dev kit.
Looking at some of the things they said early on that likely is something they wanted to do.
Then their relationship with WOTC soured and WOTC being owned by HASBRO likely told them no as it would cut into the virtual table top they are working on.
Sadly I don't see WOTC and Hasbro ever giving the OK for a full toolkit like that again unless they can charge recurring fees for it and stuff it full of microtransactions.
A smaller company like Paizo (Pathfinder 1-2 & Starfinder 1-2), owners of Shadowdark, owners of shadowrun or a host of other companies would likely be much more open to it because the development & cost wouldn't be on their shoulders and a sale is still a sale to them.
Its also limited to the classes and stuff from the open resource document that WOTC has tried a few times now to take out of the public square so they can monopolize it.
(hence why they are making the new edition, everything that uses that won't be under an open license)
Right. This is pretty much why Bioware stopped doing toolsets after DA:O. Too much of the tech they're using these days is licensed to them, but not us. Giving their tools to us would be prohibitively expensive.
