lore-wise, neither are evil or good

they are just people

lolth-sworn are the ones typically found in the underdark who were raised in drow society, which tends to be rather ♥♥♥♥♥♥ up but that does not make them inherently evil, it's all about their upbringing

you can RP as lolth-sworn who fled the underground in your youth cause you didnt like society down there for personal moral reasons

then dont pick it if you want to be evil and think it doesnt fit

just cause a dialogue option is there with funny brackets around it doesnt mean you HAVE to clcik on it

The ratio of evil people among Seldarine drow would be somewhat low, but it wouldn't be unheard of to find one.

"Almost all drow were born into typical drow culture, and were known as Udadrow. These were by far the most common type of drow, and the only type known to most.Drow that remained loyal to Lolth were known as Lolth-sworn drow.

Not all Udadrow became a part of the violent mainstream culture that most of the race were forced to endure. Those few who escaped the life of the Underdark could break away entirely from their dark past, while some fortunate drow were actually born and raised outside of the world below. Some drow found virtue within themselves in spite of all the terrors they witnessed (or perhaps because of it). Others turned to better ways either out of guilt or simply because they were no longer forced to obey Lolth's dogma.
Still others were dangerously insane, broken by the horrors that shook their psyches.

But then, would you still be sworn to Lolth?
Not that you would necessarily start worshipping the Seldarine either. The drow have other gods competing with Lolth (Ghaunadaur, Kiaransalee, etc.) or can adopt non race-specific gods (like Viconia did with Shar).

Really, I don't get why they didn't just put drow under elf, next to the high and wood subraces, and voilà.

doesnt matter, the term is used to refer to drow raised in lolth-worshiping drow society or who descend directly from drow raised in drow society

as for why they didnt bother with other drow deities: time and money

Whose bright idea was that? Actually, I don't care if it is from WotC, Larian or R.A. Salvatore himself. That term is useless.
