a) potions have short durations, but can be cumulatively multi-chugged (thing is, each chug may be a regular or bonus action)
b) elixirs have longer durations, usually till next LR, but only one can be active at a time, so if you chug a second one, its effect replaces the previous.
This isn't an absolute rule, because there are some elixirs that work like potions, and vice versa, but this is generally how they work.
Speaking of, fun fact for those stumbling in:
There is such a thing as Elixir Juggling, which can allow you to restore spell slots more efficiently.
Basically: buy every Arcane Cultivation elixir you can find of every variant. They're a BA to use and restore spell slots of levels 1-4. If you juggle between two types of Cultivation elixirs, you can keep recharging your spell slots, because losing the previous elixir buff won't clear the bonus spell slot, only the extra open slot that you're pushing off the order.
