Your Sorcerer spells will use Charisma, your Cleric Spells will use Wisdom.

That depends and maybe I’m misunderstanding your post. Are you looking to dip into Tempest Cleric and do the rest of your class as Storm Sorcerer?

Exactly! 11 levels Storm Sorcerer, 1 level Tempest Cleric (on level 7)

Okay, so the majority of your spells and abilities will key off your charisma and the Tempest abilities that pair with Storm magic don’t rely specifically on a stat, so you should be fine. Though I’m wondering why you don’t go Tempest Cleric first and then Storm Sorcerer for the rest? That way you’ll get heavy armour AND the Tempest ability right from the start. You hit level 2 at the end of the prologue so it’s not like you’ll be waiting long to shift into Sorcerer.

Though you’d be best taking 2 levels in Tempest Cleric so you get Destructive Wrath…the ability to choose to roll max lightning or thunder damage when you cast that type of spell

Going Cleric first is worse because you get Heavy Armor proficiency anyway since it's a subclass feature and Sorcerer Saving Throw and Skill proficiencies are better.

I agree that only doing one level in Cleric doesn't make much sense. I think OP might be thinking about going 11/1 because they want to get natural Chain Lightning, but that's not really worth it.

In that case I’d go 1 lvl Sorc, then 2 lvls Tempest Cleric, then back to Sorc for the rest

keep in mind that spells from gear and what-not tend to use the spellcasting ability from your latest newest class, that is, if you start with sorcerer, dip into cleric then return to sorcerer: those non-cleric/non-sorcerer spells will use wisdom instead of charisma, regardless of which is higher, cause cleric was your latest newest class with spellcasting

And when talking to people, does it take Charisma because im a sorc?
Talking to people always uses the attribute associated with the used skill. It has nothing to do with your class.
