Freecast & Arcane battery

are both of these abilities still bugged/not working. have been trying to use them with gale and neither works, they highlight some spells but after i cast those spells an action has been used.

Neither Free Cast nor Arcane Battery lift the action cost requirement. They only lift their respective resource cost requirements for any spell/ability you wish to cast - such as Sorcery Points, Spell Slots, Inspiration Dice, War Priest charges, etc.

Since Arcane Battery only lifts Spell Slot costs, it would actually be a bug if you cast the spell without an action.
