Amulet of the Devout is very offensively oriented (Best if you have CLC levels because the extra CD actually recharges on a short rest despite the tooltip saying it's only 1/LR), while the Fey Semblence Amulet is very defensively oriented (advantage on all mental saves can be huge for negating Commands, Hold Persons, charms, and the like).
Of the two, Fey Semblence can be seen as weaker only by virtue of the fact its effect is replaceable by other things (Gnomes; Harper Amulet, Blackguard Plate, and the Spear of Night for WIS saves; Silver Sword for Gith; Aberration Hunter's Amulet for INT saves; Duergar for charms and illusions; all Elves for charms and sleep; Halflings for fear; etc.).
Meanwhile Amulet of the Devout is the only amulet in the game that gives a DC bonus, so once it's stacked with the Weave set and Markoheshkir you're looking at a +7 DC bonus from items alone. Arcane Acuity can stack this higher to +14, at which point your minimum DC's are 21 (and they're likely 26 because 20 INT).
