You can rescue Duke and most prisoners in any case, but it requires illithid flight and spells to teleport and of course planning.
If you also have Longstrider, bonus action dash (Exp. retreat / Boots of speed / Rogue2), plus 1-2 Haste spore grenades, you can release all prisoners turn 1.
It's even easier without Wyll.
can just skip those potions if you have that sweet sweet illihid flight instead.
You can save all prisoners. It's hard, you have to rehearse the operation in your mind, step by step before you commit your first unit to the rescue... But you can. Use every speed potion / item / trick you can get, illithid fly is a very good option, a powerful summon or 2 (Deva) to divert enemy fire. Even with all the care in the world you may lose an hostage or two but hey, it's better then leave them all there to rot or die, right?
Besides the Duke, of course, it's important to save Omellum, remember that he can teleport so, in spite of being very far from insertion point he's really quick to get back to extraction, with his rescuer...
Note that release the prisoners is different from rescue them... They have to get back to the sub and one or 2 might get hit by the sahuagin, eventually. It's a matter of luck, sometimes.
If you intend to save the prisoners in the Iron Throne, you MUST do so before engaging in a fight with Gortash. Otherwise, he'll sink the place before you can get to him.
As for saving the prisoners themselves:
1) Pre-buff before the fight by putting Longstrider on ALL PARTY MEMBERS, to include your Myrmidons and other summons. That +10ft move speed is huge for repositioning throughout the map.
2) Speaking of summons, bring a Water Myrmidon, a Cambion, and some trash summons. You can use these to fight the Sahuagin spawning in the souther chamber long enough to get Omeluum and the other 3 out in time. You need at least 2 actions to Help everyone there out but once you do, it's off to the races. I prefer hitting this as soon as possible and sending at least 2 of my PCs that way for coverage.
3) Remember that you can hit the levers for the doors with ranged attacks, which will cause them to switch open the doors.
4) West Wing has like 4 guys in it to start but 10 prisoners. Crowd Control is critical here to keep the prisoners alive.
5) If you broke the contract with Mizora, be ready to send someone with Roaring Thunder arrows over to Ravengard to save him, otherwise he'll get geeked by the spiders. Alternatively, you can Dimension Door him away from the spiders and let someone else take the heat.

Racing south and west (killing guards) Turn 1 is key. The Duke can help others. I suppose you could heal/arm him if you wanted. Arcane gate is useful.
Be careful of throwing potions of speed on the Gondians. Last time I tried, they lost their Dash action and couldn't escape in time.
