A romance in the sense of one fleshed out with the companions is not possible.
I know it's not possible among Tavs, but do you mean it's also not possible for a secondary Tav to have a fleshed out romance with a companion character? Also after I chucked the main Tav in the wardrobe it seems to have made one of the secondary Tavs the main one. :)
No yes, I believe they can have their fleshed out romance, as they behave just as custom TAVs (but usually controlled by other player(s)). I haven't personally tested it, but it should work as intended.
I can confirm it for you.
Did a playthrough with multiple avatars and each can have their own romance with someone else in party who is not already romanced. Just no avatar to avatar.
So if e.g. you have one custom and one origin character, they need to have separate romance partners which are not avatar characters.
