Yeah.. granted my last playthrough with her didn't make it very far into Act 3, so maybe she somehow undergoes a drastic change in her (apparently) underbaked story.. but the only guilt I remember her expressing was guilt over being controlled. She didn't regret whatever evil acts she committed, she only regretted that it wasn't done by her own choice rather than the Absolute's. She'd have been happy wiping out the grove and the refugees for ♥♥♥♥♥ and giggles otherwise.
Enslaved is too far, but then again all the companions spout occasional nonsense, and she doesn't actually do it.
I take it as her dry way saying the refugees are lazy layabouts, enjoying safety paid for in others' blood. Which they are.
Back in EA I knocked out Minthara and spared Ragzlin more than once.
Of course... Minthara is a dark elf after all. She no longer sees Lolth as her goddess, but that doesn't change her upbringing and the fact that she is a Drow.
Drow are sadistic and usually extremely arrogant. Other races are generally looked down upon with contempt. Slavery and the exploitation of the defenseless is completely normal for a drow raised on the teachings of Lolth.
Unfortunately, Larian implemented the lore only half-heartedly or even nonsensically in many ways...
Uh, you ever heard of Eilistraee?
Never seen/read anything about Eilistraee apart from mentions in TT source books.
Want E to pop? Put her in a cult classic. Until then, she's riding on Lolth's coattails.
Minthara was raised as a Lolth, Eilistraee never had any relevance to her.
Otherwise, Eilistraee is not a very important and certainly not a powerful goddess; she plays no role for the vast majority of Drow. On the one hand, she has comparatively few followers among the Dark Elves, and on the other hand, she is in opposition to all other gods that are worshiped by the vast majority of Drow, namely the Dark Seldarine. So I don't fully understand your question...
