It is kind of surprising that they didn't rerecord the combat sounds while they were redoing the cutscenes. Probably just a dopey organizational thing, like those two kinds of dialogue belonging to different teams. This happens in my workplace literally every week.
To answer the question, Wyll had a different voice actor in EA. When his plot went through a complete rewrite, they also changed voice actor - I assume - to better fit the new direction of his story.
Additionally, I heard that they lost the technician who was in charge of voice barks/point-and-click lines. So there's a possibility that even if they recorded the lines, they didn't know how to reprogram them back in. The voice barks are still broken to this day. Although they are attempting to patch them.
