Arka never spawns by Kanon

I don't understand why in all my playthrough's, I cant get Arka to spawn correctly next to Kanon before entering the Grove. I read somewhere that you had to avoid going off to the waypoint near the grove but in my latest playthrough I literally gave that whole area a wide birth. I explored the Ravaged Beach, I do the Chapel, rest a couple of times to trigger the early NPC interactions.
Does anyone know / figured out the exact trigger of when she will spawn and when she will simply skip ahead to Sazza?

I know its a pretty minor thing, but Im stubborn and I want to experience this little interaction, get the nessecary approval despite how minor it might seem.

I have found her there a few times, but more often than not I don't. I have no idea what the actual trigger is.

Hm? I got her always spawning at the body before she heads to the prison.
She just will not stay there long.

Ok, so Ive been going back to various different saves. initially it seems she will no longer spawn near Kanon if you awaken Withers. which doesn't make sense
