How is that a bug with what you described? Sounds working as intended.
Anyway, if you get enemy of justice from the goblins in Act 1, that shouldn't affect much. They are all instantly hostile to you anyway as soon as you fight Dror.
You could write a bug report (the more people report it directly, the better) with your save file to Larian at https://larian.com/support/baldur-s-gate-3#modal so that it hopefully gets resolved...

Got this to work recently. I had a compelled player attack a guard in the Nere fight and got it after they roaring thunder arrowed the guard into the lava. I had to redo the commands again when moving through the passage to Rosamon Monastary area for some reason, but it went away for good after that.
