I do not think so. So far the lobby servers only denied you proper work if there is actually something with the clients. In most cases there is a gustavdev error based on data mismatch.
Edit: Both users who couldn't not connect found two (2) files that needed to be replaced during a "check file integrity" on Steam. This fixed the issue.
