If you mean his character and writing: No one can answer this for you. The quality of character writing is a very subjective thing. I personally find him kind of bland, but enough people liked him that him being made a companion was a very common request back in the EA days, so he does appeal to at least some people.
Gameplay wise, he's low tier, even with respec, because he can't use tadpoles.
Halsin's... there. By the time he's recruitable as a full companion, you've basically wrapped up his story arc. Even if you want a druid character, and you don't want to respec anybody, there's actually a second recruitable druid (Jaheira).
Take Jaheira instead.
I used to respec him into a druid/bearbarian (heh), but now I just respec him into a Shaman. I figure that's close enough to being an Archdruid, and it fits him. BTW, I guess this is intended, but no matter what class you respec him into, he keeps his ability to shift into a bear.
